Recently, I was given an e-mail from a Mark Steve, contact information below,

that was inviting inquiries into civil infrastructure projects in Ghana. I wrote to Mark Steve and he sent me a document explaining how we are to purchase Tender documents. Ever since he has been aggressively pursuing me with e-mails and phone calls to purchase these documents and his behavior has caused me to think that this is all a scam. I have attached his document for you perusal.
Further, it seems odd these days that such tender documents are not available on-line. Mark Steve's document says we can get the docs on CD. Surely if they are on CD they can be posted on a web-site where they can be do downloaded. This happens all the time here in N. America. It saves everyone, paper, time and money. He is asking for a lot of money for a CD. I would like to be able to get some idea of the scope of the projects to see if it is within our capabilities or if it is logistically possible for us to do.
Again, it has the appearance of being very fishy. Could you please verify the authenticity of Mark Steve and his tender documents.
